NIMASA, WMU Renew Strategic Partnership to Boost Nigeria’s Maritime Capacity

The Nigerian Maritime Administration and Safety Agency (NIMASA) has renewed its strategic capacity-building partnership with the World Maritime University (WMU) through a new four-year Memorandum of Understanding (MoU), reinforcing Nigeria’s long-term investment in maritime human capital and institutional development.
Speaking at the signing ceremony, NIMASA’s Director General, Dr. Dayo Mobereola, described the agreement as a cornerstone of the Agency’s human capital development agenda and a vital boost for Nigeria’s future in the global maritime sector.
“This collaboration has significantly strengthened our technical and regulatory capabilities over the years. Officers trained at WMU have enhanced our effectiveness in maritime safety administration, environmental compliance, maritime law, and shipping management.
“ Their expertise has also reinforced Nigeria’s participation at the International Maritime Organization (IMO) and other international maritime platforms,” Dr. Mobereola said.
Under the renewed MoU, first established in 2022, NIMASA will sponsor a minimum of ten officers annually for WMU’s 14-month Master of Science programme in Malmö from 2026 to 2029. The Agency will also fund at least one officer each year for the Master of Philosophy (MPhil) programme jointly offered by WMU and the International Maritime Law Institute (IMLI).
The agreement further covers distance learning, executive professional development, joint research, and technical assistance aimed at deepening NIMASA’s capacity in maritime safety, environmental management, seafarer certification, and the implementation of international maritime instruments. WMU will also explore additional international donor-funded fellowships for qualified NIMASA candidates.
Dr. Mobereola signed on behalf of NIMASA, while WMU President, Professor Maximo Q. Mejia Jr., signed for the University. Executive Director, Finance and Administration at NIMASA, Chudi Offodile, and WMU Registrar, Mr. Peter Marriott, witnessed the signing.
Established in 1983 by the IMO, WMU is globally recognised as a centre of excellence for maritime education, particularly for developing countries. Nigeria continues to benefit from this partnership through the advanced training of NIMASA personnel who strengthen the nation’s maritime governance and international representation.
