Lagos Deepens Water Transport Reforms, Flags Off Omi Eko PMOD Consultancy

The Lagos State Government has taken another significant step towards transforming its water transportation system with the official commencement of the Project Management, Operations and Design (PMOD) Consultancy for the Omi Eko Project, a flagship initiative expected to redefine urban mobility across the state’s waterways.

Speaking at the PMOD Consultancy Kick-off Meeting in Lagos, the Honourable Commissioner for Transportation, Mr. Oluwaseun Osiyemi, described the exercise as a major milestone in the implementation of one of Africa’s most ambitious inland water transport projects.

According to him, the engagement of the PMOD consultant marks the beginning of a strategic partnership that will provide the technical leadership, operational planning and project management expertise required to successfully deliver the transformative initiative.

“The Omi Eko Project is more than an infrastructure programme; it is a bold investment in the future of mobility in Lagos. By introducing modern terminals, electric ferries and efficient operational systems, we are building a safer, faster and more environmentally sustainable transport network that will improve connectivity, reduce travel time and unlock new economic opportunities for millions of Lagos residents,” Osiyemi said.

The Commissioner explained that the consultancy would play a central role in coordinating stakeholders, supervising project implementation and ensuring that the project is delivered in line with global best practices and the State Government’s vision for a modern water transport ecosystem.


He stressed that achieving the project’s objectives would require strong collaboration among the Lagos State Government, development partners, consultants, contractors and host communities.

Osiyemi also conveyed the appreciation of Governor Babajide Olusola Sanwo-Olu’s administration to the French Development Agency (AFD), the European Investment Bank (EIB) and the European Union (EU) for their unwavering support and confidence in Lagos State’s drive towards sustainable urban mobility.

He further commended the Omi Eko Project Team, the Lagos State Waterways Authority (LASWA) and other stakeholders for their dedication and commitment, which have brought the project to its current implementation stage.

Speaking on behalf of the PMOD Consultancy, the Head of Delegation and Director of the International Unit, Planet SA, Mr. Dimitris Galanis, reaffirmed the firm’s commitment to delivering a world-class consultancy that meets international standards.

The Omi Eko Project is the Lagos State Government’s flagship water transport programme aimed at revolutionising inland water mobility through the development of modern ferry terminals, deployment of electric ferries, improved navigational infrastructure and efficient operational systems. The initiative is expected to promote cleaner transportation, reduce pressure on road networks, stimulate economic growth and improve the quality of life for residents across the state.

Expressing optimism about the project’s future, Osiyemi said the combined expertise of the PMOD team, development partners and government agencies would ensure the successful delivery of a world-class water transportation system for Lagos.
